The rules did shift in September 2026, when higher fees for non-EU students at public universities became compulsory. So which are the genuinely affordable universities in France for Indian students in 2027, what will a year really cost, and where can you save the most? The 2026 fee change in plain terms

French public higher education is heavily subsidised by the state. Since 2019 the government had allowed universities to charge non-EU students higher "differentiated" fees, but most chose not to and kept charging the same low national rate to everyone. From the September 2026 intake, applying the higher rate is no longer optional.

According to Campus France , non-EU students at public institutions now pay about 2,902 euros a year for a bachelor's (licence), 3,950 euros a year for a master's , and 398 euros a year for a doctorate . No more than about 10 per cent of students can be exempted, and exemptions and scholarships are concentrated on scholarship holders and priority fields such as health, digital and AI, quantum, biotechnology, energy, the environment and space.

Put that in context. A master's at a French public university now costs roughly 3.5 to 4 lakh rupees a year in tuition. The same degree in the UK or USA can cost five to ten times as much. France is a little less of a bargain than it was, but it remains one of the most affordable serious options in the world.

All public universities charge the same national rates, so the real cost difference between them comes from where they are. Rent and living costs in Paris can be nearly double those in many regional cities. These public universities combine strong academics with manageable cities.

Low-cost engineering options

Engineering in France is usually studied at an école d'ingénieurs rather than a university, and costs vary enormously. Public engineering schools, such as the INSA network in Lyon, Toulouse, Rennes and elsewhere, and the Universités de Technologie in Compiègne, Troyes and Belfort-Montbéliard, charge far less than private engineering schools, though some public schools apply their own non-EU rates. Several also run English-taught master's and MSc tracks. If you want an engineering degree without business school prices, these public schools are the place to start.

A realistic yearly budget for an Indian student

These are typical figures for a master's student at a public university outside Paris.

Tuition : 3,950 euros.
CVEC student life contribution : around 105 euros a year.
Rent : 300 to 450 euros a month in a CROUS student residence, or 450 to 700 euros in a private studio or shared flat, before housing aid.
Food, transport and phone : about 350 to 450 euros a month. Student transport passes are heavily discounted, and university restaurants serve subsidised meals.
Health : students are covered by French social security once registered, and a complementary mutuelle costs roughly 20 to 50 euros a month.

That adds up to roughly 12,000 to 15,000 euros for the first year, or about 11 to 14 lakh rupees, including tuition. In Paris, budget 4,000 to 6,000 euros more. For the student visa, you need to show at least 615 euros a month in available resources.

Practical ways to cut costs

Apply for CROUS housing early. It is the cheapest accommodation in France, and places go quickly.
Claim CAF housing aid. International students with a rental contract can usually apply, and it can reduce rent by a meaningful amount each month.
Choose a regional city. The difference between Paris and Toulouse or Rennes can pay for a large share of your tuition.
Work part-time. Students may work up to about 60 per cent of full-time hours across the year. Basic French makes a big difference to the jobs available.
Pick programmes with paid internships. Internships longer than two months must be paid, and many master's programmes include one.

Scholarships and fee exemptions for Indian students

With exemptions now capped, scholarships matter more than ever. The main options are the Charpak scholarships offered by the French Embassy in India, the Eiffel Excellence scholarship for master's and PhD candidates, university-level exemptions and merit awards, and regional scholarships. Applications in priority fields have a better chance, since around 60 per cent of government grants are reserved for those disciplines. Most deadlines fall between December and March for a September start, so apply in the same season as your admissions.
