If you are an Indian student planning to study in Germany, the APS certificate Germany requires is the first document that can quietly delay your entire plan. It is not an admission letter and it is not a visa, but without it most German missions in India will not accept your student visa file. In 2026 the process changed in a way that matters for thousands of master’s applicants, so this guide covers what APS is, who needs it, the new dMAT test, documents, timelines and the mistakes that cost students a semester.

What the APS certificate Germany asks for actually is

APS stands for Akademische Prüfstelle, the Academic Evaluation Centre. In India it operates as part of the Science Section of the German Embassy in New Delhi, in cooperation with the German Academic Exchange Service. Its job is narrow and specific: it checks that the academic documents issued by Indian schools, boards and universities are genuine and that your qualifications are plausible for studying in Germany.

Three things APS does not do are worth spelling out, because students often confuse them. APS does not grant admission; that decision belongs to the German university or uni-assist. APS does not issue visas; the German mission decides that. And APS does not decide whether your degree is formally recognised, which is a question for anabin and the university. The certificate simply confirms that your documents have been verified, and it is generally required as part of the German student visa procedure.

Since 2025 APS certificates are issued digitally, as an electronically signed PDF sent to the email address you registered with. That file must be submitted exactly as received. Renaming it, merging it with other PDFs or editing it can break the digital signature and cause problems at uni-assist or the visa stage.

Who needs the APS certificate, and who is exempt

In practice, almost every Indian applicant going to Germany for a bachelor’s or master’s degree needs APS. That includes students applying to public and private universities, and students joining a Studienkolleg. The APS India FAQ lists a few exemptions, including some PhD and postdoctoral candidates whose host institution does not require it, holders of international school qualifications such as the International Baccalaureate as their highest relevant qualification, and certain scholarship holders funded by German or EU public money. Students coming only for a German language course with no plan to study at university may not need it either.

The new dMAT test: the biggest change of 2026

On 29 June 2026, APS India announced the Digital Master Test, or dMAT, as an additional element of the APS documentation for selected master’s applicants. Here is what it means in plain terms.

• Who is affected: master’s applicants whose previous degree is in Engineering, in Commerce, Accounting, Finance or Economics, or in Business and Management. APS India publishes an official list of affected fields, and interdisciplinary degrees such as Data Science or Industrial Engineering are classified against that list.
• Which intakes: applications relating to the summer semester 2027 master’s intake and every intake after that.
• Who is exempt: anyone who completed APS online registration before 29 June 2026, or shipped their complete documents before that date; anyone who already holds an APS certificate for that procedure; bachelor’s and PhD applicants; final-year students below the required number of completed semesters; students in confirmed exchange or double-degree programmes; and anyone whose degree is outside the affected fields.
• Who runs it: the test is administered by g.a.s.t., not by APS. You register, pay and book a centre through the g.a.s.t. dMAT portal. The current fee is 150 euros.
• Where: licensed centres across India, including Ahmedabad, Bengaluru, Bhopal, Chandigarh, Chennai, Kolkata, Mumbai, New Delhi and Pune.

The first test was held on 26 September 2026, with certificates due on 12 October 2026. Documents you need for the APS certificate Germany

The exact checklist depends on your procedure, so always download the current one from the APS India checklist page. For a typical master’s applicant it includes the following.

1. The completed online registration form and payment confirmation.
2. Class 10 and Class 12 mark sheets and certificates.
3. All semester mark sheets of your bachelor’s degree, plus the consolidated mark sheet if issued.
4. Your degree certificate or provisional certificate.
5. A copy of your passport.
6. Language certificates such as IELTS, TOEFL or a German certificate, if you have them.
7. The dMAT certificate, if your field is affected and the transitional exemption does not apply.
8. Notarised English translations for any documents issued only in an Indian regional language.

3. Register online and enter your details exactly as they appear on your passport and mark sheets.
4. Pay the fee online through the APS portal.
5. Book the dMAT if you are in an affected field.
6. Courier your documents and track them yourself, since APS cannot provide individual courier updates.
7. Track your status in your APS account. If it shows non-support, a school, board or university has not confirmed your documents, and you will need to chase them.
8. Receive the digital certificate by email and keep the original PDF untouched.

APS India does not publish a fixed processing time, because verification depends on how quickly Indian institutions respond to its queries. Plan for several weeks at minimum, and longer in the peak months before winter semester deadlines.

When to start for 2027 intakes

German master’s deadlines usually fall between 15 November and 15 January for the summer semester and between 15 May and 15 July for the winter semester. Many universities and uni-assist want the APS certificate with the application itself, not afterwards. Working backwards:

• Summer semester 2027: if you have not registered with APS yet, do it now and book the next dMAT date immediately if you need it. This intake is tight.
• Winter semester 2027/28: register with APS between October and December 2026, take the dMAT on an early date, and aim to hold the certificate by March 2027.
