For many Indian students, a master's in Europe is the smartest middle path between quality and cost. You get globally recognised degrees, English-taught programmes and access to the European job market, often for a fraction of what the US or UK costs. The trick is knowing where to look. This guide compares the cheapest countries for masters in Europe for Indian students in 2027, looking at tuition, living costs, job prospects and post-study stay options together, because the cheapest tuition is not always the cheapest degree. For universities, courses and intakes across the continent, see our full guide to a Masters in Europe .

Germany: the best overall value

Germany remains the top choice for a low-cost masters in Europe. Public universities in most states charge no tuition, and there are more than a thousand English-taught master's programmes, especially in engineering, computer science, data science and the natural sciences. The economy also has real demand for skilled graduates, and the 18-month job-seeker permit after graduation gives time to find work.

What to watch: you need an APS certificate , a blocked account of €11,904, and competitive grades for top programmes. Read our list of public universities in Germany with no tuition fees .

Italy: low fees and generous regional scholarships

Italy is the most underrated option. Universities like Politecnico di Milano, Politecnico di Torino, University of Padua, University of Bologna and Sapienza offer English-taught master's degrees, and fees at many public universities are linked to family income. Regional scholarship bodies (DSU) give eligible students tuition waivers, free or subsidised meals and cash grants that can exceed €6,000 a year. For students from middle-income families, Italy can come close to fully funded. See our complete guide to studying in Italy .

Austria: quality with modest fees

Public universities in Austria charge non-EU students about €727 per semester. Vienna is consistently rated one of the world's most liveable cities, and universities like TU Wien and the University of Vienna are well respected. The catch is that many master's programmes are taught in German, so the English-taught choice is narrower than in Germany.

France: higher than before, still good value

France now charges non-EU students differentiated fees, about €3,950 a year for a public master's from September 2026. That is no longer almost free, but it is still low compared with the UK or US, and France offers a two-year post-study permit for master's graduates. Business schools charge much higher fees. Read our guide to affordable universities in France and English-taught masters in France .

Latvia, Lithuania and Poland: lowest living costs

These countries combine moderate tuition with some of the lowest living costs in the EU. Programmes in IT, business and engineering are widely available in English, admission is less competitive, and many universities do not require a four-year degree. They are good options for students with average grades or tight budgets. Job markets are smaller, so plan your career path carefully, and remember that a Schengen degree helps you apply across the EU later. See our guide to study in Latvia .

Spain, Finland and Ireland

  • Spain: public master's fees are low, but many are in Spanish. Good for students willing to learn the language.
  • Finland: tuition of €8,000 to €18,000 a year for non-EU students, but strong scholarships (often 50 to 100 percent of tuition) and a two-year post-study permit.
  • Ireland: not cheap, at €12,000 to €25,000 a year, but English-speaking, home to many tech companies and offers a two-year stay-back for master's graduates.

How to choose the right country for your masters in Europe

  • Start with your field. Engineering and tech students usually get the best value in Germany. Design, architecture and management students often look at Italy and France.
  • Be honest about your grades. Top German and Italian public universities are competitive. Baltic and Polish universities are more flexible.
  • Count the full cost. A country with free tuition but high rent can cost more than one with modest fees and cheap living.
  • Look at the job market and stay-back period. The cheapest degree is the one that leads to a job.
  • Use scholarships. Check Erasmus Mundus joint master's , DAAD, Italian DSU and Eiffel scholarships.
