Study in the United States

By admin 19/10/2026 15/10/2026

A US master's can cost ₹50 lakh or more, so it is no surprise that "fully funded" is one of the most searched phrases among Indian students. The good news is that fully funded scholarships in USA do exist. The honest news is that they are limited, competitive and often work differently from what students expect. Most full funding in the US comes not from a single big scholarship but from assistantships and fellowships offered by universities. This guide explains every realistic route for Indian students applying for 2027 and 2028, and how to build an application that wins funding.

What this guide covers

  • What fully funded really means
  • Government and foundation scholarships
  • University fellowships
  • Assistantships: the biggest source
  • Partial scholarships and loan scholarships
  • How to win funding
  • FAQs

What "fully funded" really means in the USA

A fully funded offer usually covers three things: full tuition, a stipend for living costs and health insurance. Some also cover travel and books. In the US, this kind of package is common for PhD students and much rarer for master's students, because master's programmes are a major source of university income.

That does not mean master's students cannot get full funding. It means you need to target the right programmes and the right types of funding, and apply early with a strong profile.

Government and foundation scholarships for Indian students

Fulbright-Nehru Master's Fellowships

Run by the United States-India Educational Foundation (USIEF), this is the most prestigious fully funded award for Indian master's students. It covers tuition, living costs, airfare and health insurance for programmes in fields such as arts and culture management, environmental science, higher education administration, international affairs, public health, urban planning and women's studies. Applicants need a four-year bachelor's degree or a completed master's, and usually at least three years of relevant work experience. Applications for the 2027-28 cycle closed in July 2026, so students aiming for 2028 entry should prepare for the next call, which normally opens in the middle of the year. Details are on the USIEF website .

Inlaks Shivdasani Scholarships

Inlaks funds Indian students under 30 for master's and PhD study at top universities in the US, UK and Europe, with awards of up to $100,000 covering tuition, living costs and travel. Selection is highly competitive and you must already hold an offer from a top-ranked institution.

Knight-Hennessy Scholars (Stanford)

This programme funds any graduate degree at Stanford in full, including master's, MBA, law and PhD, for up to three years. It looks for leadership and civic commitment as much as academics. The deadline is usually in October, a year before entry.

Aga Khan Foundation International Scholarship

Available to students from selected countries including India, it covers postgraduate study on a 50 percent grant and 50 percent loan basis. It focuses on students with excellent academics and limited financial means.

University fellowships

Many US universities offer their own fellowships for outstanding master's applicants. They are often awarded automatically at admission, based on your GPA, GRE score, research or work experience and statement of purpose. Examples include departmental fellowships in engineering and computer science, dean's fellowships in public policy and public health, and merit awards at business schools. Most cover part of tuition, but top candidates can receive full tuition plus a stipend.

Programmes in public policy, international affairs, public health and education are generally more generous with master's funding than engineering or business. Read our overview of popular scholarships in USA for masters for more examples.

Assistantships: the biggest source of full funding

For most Indian master's students who end up studying for free, the route is an assistantship.

TypeWhat you doTypical benefit
Teaching Assistantship (TA)Grade, run labs or tutorials, about 20 hours a weekFull or partial tuition waiver plus a stipend of $1,500 to $2,500 a month
Research Assistantship (RA)Work on a professor's funded research projectTuition waiver plus stipend
Graduate Assistantship (GA)Work in a university office, library or departmentPartial or full tuition waiver, sometimes a stipend

Some assistantships are offered with admission, but many master's students secure them during their first semester by approaching professors and departments. An RA with a full tuition waiver turns a ₹50 lakh degree into something close to free. Public universities with large research budgets in states like Texas, Arizona, Ohio and Michigan tend to have more opportunities.

Partial scholarships and loan scholarships

Several well-known Indian awards are interest-free loans or partial grants, not fully funded scholarships. They are still valuable:

  • J.N. Tata Endowment: loan scholarships for higher studies abroad, with additional travel grants and gift awards for top candidates.
  • K.C. Mahindra Scholarships for Post-Graduate Studies Abroad: interest-free loan scholarships, with higher amounts for the top three scholars.
  • Narotam Sekhsaria Foundation: interest-free loan scholarships for postgraduate study.
  • Government of India schemes: such as the National Overseas Scholarship for eligible categories. See our guide to scholarships for studying abroad by the Indian government .

Combining a university fellowship, an assistantship and one of these awards can add up to full funding even without a single large scholarship.

How to win fully funded scholarships in USA

  • Start 12 to 15 months early. Many fellowships and priority funding deadlines fall in December and January for Fall entry.
  • Target funding-friendly programmes. Look for programmes that state master's funding on their website, and research-heavy departments.
  • Build a strong academic profile. A high GPA, a competitive GRE score where accepted, and research or publications matter.
  • Contact professors before applying. A short, specific email about their research can lead to RA opportunities.
  • Write a focused statement of purpose. Show what you will contribute, not just what you want to gain.
  • Secure strong recommendation letters from professors or managers who know your work well.
  • Apply widely. Funding decisions are unpredictable, so apply to 8 to 10 programmes with a mix of reach and realistic options.

Frequently asked questions

Are there fully funded scholarships in USA for Indian master's students?

Yes, but they are limited. Fulbright-Nehru, Knight-Hennessy, Inlaks and some university fellowships offer full funding. Assistantships are the most common route.

Which courses get the most funding in the USA?

PhD programmes get the most. At master's level, public policy, public health, education and research-based science and engineering programmes are more likely to offer funding.

Can I get a teaching assistantship in my first semester?

It is possible, especially if you have strong academics and relevant experience, but many students get one in their second semester after building relationships with faculty.

Is the GRE required for fully funded scholarships in USA?

Many universities have made the GRE optional, but for funding decisions a strong score can still make a difference, especially in STEM.

Do I need to show funds for the visa if I have a scholarship?

Yes, but your I-20 will deduct the funding you have been awarded. If your package covers everything, you may only need to show a small balance.

Full funding is possible with the right strategy

Fully funded scholarships in USA reward students who plan early, choose the right programmes and present a focused, credible profile. Most successful students combine more than one source, such as a fellowship, an assistantship and an Indian loan scholarship.
